 WHat is the Garden of Mercy?

The City of Coppell owns and manages Rolling Oaks Memorial Center as a cemetery service for its residents. Two years ago, the City did planning to develop Phase 2 of the cemetery. A Cultural garden was included in this phase to accommodate different cultures in the city. In collaboration with ICC representatives, City Council approved orientation of the Garden of Mercy to face Makkah to accommodate Muslim burials. The name will be changed to Garden of Mercy with a monument sign in front of location. There are a total of 1,004 graves available. Pre-sale began in December 2020 for interested individuals and we are soliciting registrations & intent to purchase. Interested? please register & submit details in the link below to purchase lots.

Coppell residents will receive 20% discount off purchase price for each lot. Maximum of 15 lots per individual.

Cost Breakdown

  • Individuals have the option to pay Cash, with Personal Checks or Credit Cards directly to City of Coppell (Additional service fee will be added for credit card payments).

  • A one-year interest free option is available with 10% down payment. Balance is to be divided and paid monthly for remainder of term (12 Months).

  • A $500 transfer fee per lot will be charged by city for ownership change after purchase.

+ What is the price of each lot?

$1196 for Coppell Residents & $1495 for non-Coppell Residents

+ My kids go to Coppell ISD but I don't live in the City of Coppell. Can I get the Coppell resident's price?

No, you need to live in the City of Coppell in order to get the Coppell residents price.

+ What other costs are involved with a lot?

Everyone needs to buy the Granite Memorial (epitaph) each at cost $638.18 along with the plot – Price is same for Coppell resident and non-resident

Additionally, burial cost is $1200 (if burial is done on Mon-Sat) and $1500 (Sunday) at the time of burial. Price is same for Coppell residents and non-residents

Funeral Cost by Rahma Funeral or Other muslim Funeral as per their cost

+ How many plots can I buy & how are my plots assigned?

15 plots maximum by an adult individual. Your plots will be assigned sequentially to the best ability by the City of Coppell

+ Can I choose my plots?

No, you cannot choose your plots – plots will be assigned by the City of Coppell. Multiple plots will be assigned sequentially to the best ability by City of Coppell during the time of purchase

+ Do I need to make any payment during reservation?

No cost to reserve when you are filling out the reservation form

+ I’m interested in purchasing a lot at Garden of Mercy, what do I need to do?

You need to register your intent to purchase the lot in the form above. No payment is required at this time. This is purely an intent to purchase and your lot will be confirmed by the cemetery team.

Once you have submitted your details in the interest form, a representative from Islamic Center of Coppell (ICC) will reach out to you to schedule your appointment with City of Coppell, Cemetery manager to purchase the lots. An email confirmation with meeting invitation will be sent to you for the appointment. You are required to meet in-person at Rolling Oaks Memorial directly with the cemetery manager.

+ Do I need to make full payment during the purchase agreement?

You can pay 10% down payment and rest of the payment in 12 equal monthly payments without any interest

+ How do I know if I reserve a plot will be guaranteed?

Reservation is first come first serve basis. Once 1004 lots are filled, a waiting list will be created based on submission date/time of the reservation form. If someone chooses not to purchase the lots, names from the waiting list will be picked.

+ What is Islamic Center of Coppell - ICC's role in this transaction?

ICC is the sole point of contact to the City of Coppell. ICC will collect the names of the individuals who will fill out the form, submit the name to the City of Coppell and set-up the appointment for the purchaser with the City and communicate with the purchaser for the appointment details.

+ What will be the proof of the purchase?

Upon payment in full of the purchase price, the rights of interment ownership and possession with respect to the Rights shall pass to the Purchaser and Cemetery will thereafter issue to the Purchaser a Certificate of Right of Interment registered in the name of the Purchaser evidencing the Rights purchased and sold hereunder

+ What are the documents & contracts that I need to sign to purchase the lots?

You will be asked to sign a contract document with City of Coppell to purchase the lot. Additionally you will be required to sign a Garden of Mercy Specific Disclosures. It is important to review these documents before you purchase the lot.

+ When can someone bury in the plot?

The grounds are ready for burial. Once the payment has been paid in full, you can use your plot to bury your loved ones.

+ Can I use the plot if the payment is not completed?

No, you need to pay in full with the City of Coppell to use the plot.

+ What do I need to do if I need to bury someone and have not fully paid for the lots?

You will be asked to pay the remainder of the amount that is due before you can bury someone. You can pay all the outstanding amount for the lot at once plus the burial costs & costs for vault and use your lot to bury your loved ones.

+ What happens if I cannot make my installment?

If the purchaser fails to make timely payment in this purchase agreement, after ninety (90) days from the past due payment, the Cemetery has the right to consider the Agreement null and void. The items listed on this Purchase Agreement will be returned to inventory. In the event of such cancellation, the Cemetery shall be released from any and all obligations hereunder and shall retain such portion of the Purchase price.

+ Is there any recurring cost to maintain the plot?

There is no recurring cost to maintain the plot once purchased. As per the Texas Law and Regulations of the cemetery, maintaining the Cemetery is the responsibility of the Rolling Oaks Memorial Center

+ Can I transfer the plot to someone else?

Yes, you can transfer it through the City of Coppell. A transfer fee of $500 per plot will be assessed and paid to City of Coppell.

+ How do I transfer?

You will need to submit a written transfer request to Islamic Center of Coppell, cemetery representative and an appointment will be scheduled to transfer your lot to someone else.

+ Can any non-Coppell Resident be buried in a plot that was bought by a Coppell Resident?

Yes, assuming you give permission to use your burial for this purpose.

+ Can I use my own granite memorial?

No you can not. It has to be the one from the Rolling Oaks Memorial Center.

+ Do I need to buy the concrete vault at the time of purchase?

No. This is an option available to you at time of purchase. It is recommended to purchase the vault at the time of purchase to ensure it is readily available for a burial.

+ What is the concrete vault?

A thick layer of dried concrete box (without the bottom) where the body will be confined in the grave. It is open on the bottom and has a cover on top. The body will be laying in the ground and the vault will be confined on the sides and top. 

+ Are we allowed to pray Namz-e-Janazah at the Cemetery?

Yes, you will be allowed to pray at the cemetery.

+ Can I include quranic verses and non-English text on the granite memorial stone?

No. The dimensions & details to be included on the granite memorial stone are fixed. You will be able to specify Full name, Date of Birth and Deceased Date. Cost of etching is included in the cost. Below is a sample picture of the granite memorial that will be placed on top of the grave. No changes are allowed.

+ Are other services such as Ghusl, storing body, etc available at the Rolling Oaks memorial Cemetery?

Currently there is no ghusl facility at the Rolling Oaks memorial though there are muslim funeral home services such as Rahma Funeral Home that provide these services to larger DFW community. Contact information is below. You can also reach out to VRIC and ICI masjids for consultation of funeral services and they will guide you as needed.

+ Who do I need to contact in case I have further questions?

+ Can organizations such as ICC, etc purchase a lot at the Garden of Mercy?

City of Coppell will register the lots against an individual so purchasing the lots in an organization’s name is not allowed.

+ Do I have an option to add a family member as a co-purchaser for the lot?

Yes you will have an option at the time of purchase/payment to include a co-purchaser as part of the contract. This could be your wife, son or any loved one.

+ If I have a will, Family Trust, etc. Can I include the plot #s as part of my will and will they be locked for me?

Yes. City of Coppell will assign you a plot # that is locked for you and you can include the plot #s in your will or family trust.
